For func_win you work you need to have something that triggers the func_win. For example, say the survivors needed to get to a certain area for the map to end, to do this you'd need a trigger_playercount or trigger_playermovement, set the trigger to what you need it to be. Then, in the outputs tab of the trigger, add an output for whatever you called your func_win, set the action to "win", etc.
